According to Hawaii Stay At Home order, a required 14-day quarantine is intended for travellers because most COVID-19 cases are linked to travel by both residents and visitors. Usually, they are coming from out of the state.
All visitors have to fill a Hawaii Department of Agriculture form. This form will be provided and collected onboard their flight. That form will be updated to include info about the required rules for the 14-day quarantine. This is absolutely under the new order. The state also will list the penalties for the failure and go through a checkpoint. At the checkpoint, staff will ask for proper naming. The Mandatory Self-Quarantine Orders for Travelers

However, people can leave their designated quarantine location only for a medical crisis or seek medical care.
- During the self-quarantine period, no one can visit public spaces, including but not limited to pools and beaches, meeting rooms, fitness centres, and restaurants.
- A quarantined person should not allow any visitor into the selected quarantine location. He can only allow a physician, healthcare provider, or individual authorised by the Hawaii Emergency Agency Director.
- If anyone becomes ill with a fever or cough, he/she needs to contact a healthcare provider within a short time. 9-1-1 is the number fixed for urgent medical care because of breathing difficulty.
Persons who are doing emergency response or critical functions are exempt from these quarantine rules under the Hawaii Stay At Home order. However, the Director of the Hawaii Emergency Management Agency must approve their release. But, there are no exact definitions of that emergency response or critical functions.
In case if anyone fails to follow the quarantine order is a crime and will be punished. This punishment can be a fine of up to 5000$ or custody of not more than a year or both.

All non-essential businesses will remain closed for at least two more weeks. These non-essential businesses include retailers, salons, and gyms. There was no exact report about when those businesses would reopen. However, Caldwell gave notice that he would take an approach for reopening.
